This is a presentation on aspects of cultural policies for the city of Sao Paulo, Brazil. Sap Paulo is divided about its cultural policies. Should it invest in high culture (Western culture) which is a legitimate heritage of European migration or the culture of its oppressed citizens who live in its endless peripheries, which lack public spaces and services. In fact, it does BOTH, at different times and in different places, with mixed results. Downtown Sao Paulo (the old core) is a “battlefield” for two different concepts on cultural policies and urban regeneration. But perhaps there is space for more than one view.
